Get to Know The Team

Jill Mendlen, President and Chief Executive Officer

Ms. Mendlen has served as President and Chief Executive Officer of Family Choice of New York since its inception in 2005. Ms. Mendlen is a nationally recognized expert in leading organizations with a focus on clinical program development, management, reimbursement and strategic direction with specific expertise in caring for individuals with complex health care needs in a variety of settings; including within hospitals, skilled nursing facilities assisted living facilities and in the community. She has presented numerous programs throughout the country for various organizations including the California Association of Healthcare Facilities, the American Healthcare Association, the California Hospice, and Palliative Care Association, California Coalition for Compassionate Care, Center to Advance Palliative Care, and the American’s Health Insurance Plans Organization.

Lisa Wheeler MS, ANP-BC, MBA, Chief Operating Officer

Ms. Wheeler has been with Family Choice of New York since 2006 and is responsible for the overall management, performance, and daily operations of the company. She oversees the development and implementation of new programs and the enhancement and expansion of existing programs. Lisa has an extensive clinical background as a Registered Nurse and is a board-certified Nurse Practitioner. She also has an MBA from the University of Buffalo.

Eduardo Silva, Chief Financial Officer

Mr. Silva serves as the Chief Financial Officer of Family Choice of New York. In this role, he oversees the financial management and analytics functions of the company. He also participates in the development of new business opportunities and contributes to strategic and tactical planning. He has an extensive background in various healthcare organizations including large medical groups, end-stage renal disease organizations, and national managed care plans.

Paul Mills, MD, Chief Strategy Officer

Dr. Mills is an experienced physician executive who has served in both local and national roles as CMO in large medical groups and health plans with responsibilities encompassing program and business development, quality, and both plan and provider performance. He joined Family Choice in 2010 and currently serves as its Chief Strategy Officer. In this role, he oversees the exploration and incorporation of new technologies and other opportunities to further the goals of the organization. He also works as a strategic leader in the creation of plans for aligning the people, processes, and values that support the organization's mission.

Stephen Evans, MD, Chief Medical Officer

Dr. Stephen Evans is a Geriatrician who assisted in founding Family Choice of New York in 2005. Over, the years, Dr. Evans has been a valued member of the company’s leadership team, serving in a variety of capacities including currently serving as Chief Medical Officer. He supports the executive team in clinical, quality and strategic operations.

Ken Garbarino, MD, Medical Director

Dr. Kenneth Garbarino serves as the organization’s Medical Director. Dr. Garbarino has over 30 years of experience in geriatric medicine. His career has included the provision of hands-on clinical care as well as the training of medical students for the University of Buffalo. He oversees clinical and quality operations, utilization management, and clinical education and training.
